Attempting to open the Geneseo VPN Client on macOS Ventura will result in a warning message about the application being damaged, and that it should be moved to the trash:

The Geneseo VPN Client does not need to be moved to the trash. The steps below outline how the app can still be used on macOS Ventura, despite this pop-up seemingly blocking access.
Steps
In a Finder window, open your Applications folder, find Geneseo VPN Client or BIG-IP Edge Client, right-click it (press and hold the “control” key on your keyboard and then click it), and select Open.

If you receive a second prompt, click Open again
The application will then open normally, and authentication to enable VPN will occur
